Someone has to pay for the use of the toll-free number and that someone

Roaming fees are
on a "pay-per-use" basis and rates generally range between
US$.04 and $.30 per minute for dial-up and US$9.99 to $34.00 per day
for broadband access depending on the remote location. All roaming service
charges will be included in your monthly bill.
